THE GA-20063 DUTCHTOWN HIGH SCHOOL AFJROTC INVITATIONAL DRILL MEET

1. GENERAL:

A. The purpose of this standard operating instruction (SOI) is to establish policies and procedures for implementing efficient management and control of the above drill competition. The event will be held at the Dutchtown High School, Hampton Ga, in the Commons (Lunch room Area) and Gymnasium. DIRECTIONS: Please ensure that you Mapquest your trip to 149 Mitchell Road, Hampton, Georgia 30228. There will be an AFJROTC cadet directing you to the parking area. Each team should proceed to the school gymnasium. Good food and drinks will be available for purchase throughout the day. Limited dressing rooms will be available. Cadets will direct you to their location.

B. Judges for the competition may be volunteers from Robins AFB, the Georgia National Guard, local Military Recruiters and Georgia Tech AFROTC Cadets. No instructors will be required.

2. PARTICIPATION AND ENTRY:

A. Open to the first fourteen AFJROTC units that register. Priority will be given to the Mercer Drill Leadership participants.

B. There will be a $150.00 entry fee per team. Units may enter two Color Guard teams or two Unarmed Regulation teams. Any school that enters a second team must ensure it is comprised of 1st year cadets only.

C. Other events that will be presented, but WILL NOT count in the scoring are Dual and Individual Exhibition Drill and Unarmed Knockout Drill. Registration for these events will take place the day of the competition. The cost is $10.00 per entry in the Dual, $5.00

Individual Exhibition Drill, and $1.00 per round in the Knockout Drill. No spectators are allowed in the Knockout Drill area. Only paid participants and judges are allowed.

D. AFMAN 36-2203 Drill and Ceremonies and AFI 36-2903 Dress and Personal Appearance will be source documents for the evaluation of this competition. In addition, Army Field Manual 3- 21.5 will be also referenced for Color Guard.

3. TEAM COMPETITION:

A. Required regulation team size will be 12, plus a commander. Schools are limited to one team per event except Unarmed Regulation and Color Guard. If a unit enters two Unarmed Regulation and Color Guard teams, the second teams must have a different commander and different members, first year cadets only. Each school must enter at least one regulation drill team and one regulation Color Guard to be eligible for overall meet championship. If a school enters two Unarmed Regulation and Color Guard teams, they must designate each of them #1 and #2. Inspection will be included in all regulation drill team and Color Guard evaluations.

B. Armed and Unarmed Exhibition Teams will be a minimum of twelve, plus a commander. The Color Guard will be a max/min of 4. The commander will carry the National Colors. The exhibition team scores will not be included in overall meet championship or most impressive commander competition.

C. Different commanders must be used for all teams. One individual cannot command two teams, or two Color Guards, or one regulation drill team and one Color Guard. Most Impressive Commanders' trophies will be given to the top Color Guard commander and the top regulation drill team commander. The most impressive commanders' scores for both color guard and regulation drill will serve as a tie breaker should there be a tie for the overall meet championship.

D. Armed Drill Teams must use either Springfield or Glendale demilitarized rifles. However, they may not mix the weapons on a team. Example, an armed team can not have some of it members carry Springfield and the rest carry Glendale. They must all carry the same type of rifle.

E. All Color Guards must compete with rifles. Each team must use the same rifle type whether they are demilitarized or facsimile; i.e. do not mix rifles on the same team. Color Guard size will be four (4) members including the commander. Marine carry is authorized; exhibition Color Guard moves are not allowed. The judges will not be impressed. The height of the National Colors will be determined by observing the TOP of the flagpoles, not the alignment of the harness. Remember, the National Colors must be equal too or higher then the other flags. If the National Colors are lower then the other flag, the team will be disqualified.

4. Registration:

A. A representative of each school shall report to the school registration table in the gym. Upon arrival, please note opening ceremonies begin at 0830. Registration packages will be handed out at that time. If you are going to delete any teams, and you know about it upon arrival, please inform registrar at the time of reporting. Refunds will not be given for deletions.

5. OPENING CEREMONIES:

A. The opening ceremonies will begin at approximately 0830. Schools will form up on the gym floor. The GA-20063 Color Guard will execute the opening ceremonies. Individual units will not have a color guard on the floor. One commander from each school will command their individual teams.

B. At 0830, the GA-20063 Group Commander will give the command (ATTENTION). A Color Guard from the GA-20063 will then present the Colors marching from the far end of the gymnasium. When the Colors are in position, the command (PRESENT ARMS) will be given. The National Anthem will then be played. At the end of the National Anthem, the command (ORDER ARMS) will be given. The position of attention will be maintained until the Color Guard is off the floor. Then the command (PARADE REST) will be given. The invocation and welcoming remarks will then be given. After the remarks, the command (TAKE CHARGE OF YOUR TEAMS) will then be given. At this time, the commanders will dismiss their teams and prepare for competition.

C. After opening ceremonies, there will be a 10 minute period for the lead teams to prepare for competition. Once competition begins, all teams are expected to follow their assigned schedule. If there is a conflict between events, it is the responsibility of the team's SASI/ASI to let the official starter know the situation so that changes can be made. Teams that are late may be penalized 5 points for an event unless prior arrangements are approved by official starter. Be attentive to all starting times so teams are prepared to enter the ready area at the assigned starting time or as soon as the team ahead leaves the ready area.

6. UNIFORMS:

A. Inspection and Regulation Drill: The uniform will be service dress issue AF Shade 1620, including the (leather) shoes. PLASTIC SHOES ARE NOT AUTHORIZED. If plastic shoes are worn, the inspection score will be zero for the cadet. Name tags are optional, but its all or none. Rank and ribbons must be worn.

B. Color Guard: The uniform will be service dress issue AF Shade 1620. Exceptions will be that flight caps, service caps, ascots, color berets, helmets, boots (leather only), ropes (all or none) and gloves may be worn if all team members wear them. The use of plastic shoes/boots, are not authorized even if authorized by HQ AFROTC/DOJ and will result in team disqualification.

C. Exhibition Drill: Uniforms must present a good military image.

D. When not competing and at the closing ceremonies, cadets can wear any authorized uniform combination, including their exhibition uniform. However, all cadets on the floor during closing ceremonies must be in uniform. Civilian clothes will not be allowed. When cadets are outside, the wearing of hats are required.

7. INSPECTION:

A. Regulation: Team commanders will bring their team to the ready area at the assigned time, ready to immediately enter when the scheduled team ahead of them enters the inspection area. To expedite the competition, if the next scheduled team is not available to move into the ready area, other teams may move up in sequence. Teams that are late can be put back into the sequence when they are available, as long as their delay has been previously approved. However, once a team is in line they may not leave. The late team, if not approved, will be penalized 5 points. The commander will have the team's evaluation forms ready to hand over to the head inspection judge. The head judge for inspection will signal the commander to enter the inspection area. At that time, the inspection judges will begin evaluating the proper procedures of the members and commander IAW AFMAN 36-2203, para 4.5.1. The team commander will report when their team is ready for inspection, but they will not command the elements to PARADE REST. The commander will not accompany the judge through the inspection.

The head judge will let the commander know when the inspection is complete so the commander can report out. See Atch 1 for inspection formation and the placement of the commander and team for inspection.

B. Color Guard: Color Guard commanders will have their team available to enter the ready area at their assigned time or as soon as the team ahead of them enters the inspection area. The team commander will have the evaluation sheets ready to hand over to the inspector. The inspecting judge will signal the commander to enter the inspection area. The team will stop no closer then three paces from the judge, give the command "Present Colors" and report ready for inspection. After the inspector returns the salute, the commander will give the command "Order Colors", which will be the position for inspection. All members will be inspected for uniform and grooming standards and condition of equipment. At the end of the inspection, the commander will move the team to the ready area. While waiting for the head judge signal to report in, the commander may order the team to stand at ease or parade rest. To expedite the competition, if the scheduled team is not in the ready area, other teams can move up in sequence. However, once in line they must stay in line. The chief starter must be informed, however, so the master schedule can be changed and announcements made. If a team fails to meet their scheduled time, and does not have it approved, the team will be penalized 5 points.

8. REGULATION DRILL:

A. Teams will enter the area of competition at the direction of the head judge for each event. The use of prompt sheets/sequence cards, calling cadence and use of side arms or sabers are strictly forbidden.

B. Timing for events will be from the time the first cadet crosses the line to enter the drill area and ends when the last cadet crosses the line to exit the drill area. The team will be judged from the time they enter the field until they exit the drill area. Time limit for this event is 5 minutes maximum with one point deduction for each second over.

9. COLOR GUARD:

A. The commander will carry the National Colors and call all necessary commands.

B. If the National Colors touch the ground, or is lower than the Air Force or State Flag the team will be disqualified from competition. The top of the flagpole, not the alignment of the harness, will determine the height of the flag.

C. Only regulation Color Guard movements will be allowed. No exhibition movements will be allowed.

D. No team will be allowed to perform unless they have demilitarized or facsimile rifles. The use of side arms or sabers will not be allowed.

E. Timing for events will be from the time the first cadet crosses the line to enter the drill area and ends when the last cadet crosses the line to exit the drill area. The team will be judged from the time they enter the drill area until they exit the drill area. Timing for regulation Color Guard is 3 1/2 minutes.

F. We will not case and uncase the colors in this drill meet

10. Times:

A. Regulation: 5 minutes maximum---1 point will be deducted for each second over.

B. Color Guard: 3 1/2 minutes maximum---1 point will be deducted for each second over.

C. Exhibition Drill Teams, 5 to 7 minutes minimum/maximum---1 point will be deducted for each second under or over.

11. Area:

1. Regulation/Exhibition: 75 Feet X 50 Feet.

2. Color Guard: 40 Feet X 40 Feet.

3. Individual & Dual 30 Feet X 30 Feet 1-3 minutes

12. INDIVIDUAL DRILL:

A. IDR competition for each team will be held immediately following their regulation drill routine.

B. There will be an open IDR competition after all events are completed. There will be an entry fee of $1.00 per cadet. Each cadet must have a ticket to compete in the IDR competition.

C. All legal commands from AFMAN 36-2203 Drill and Ceremonies may be used during the competition. Commands may be varied in speed, inflection and order. The IDR caller has the right to use improper commands. The head IDR judge has final authority and his or her decisions are final. Make sure you ask your technical questions before the competition begins.

D. The command (AS YOU WERE) will and must be given to clear any and all improper commands before anymore moves may be executed. Commands will begin at a slow cadence and pick up speed as the event proceeds during each series.

E. Questions will be indicated with a raised right arm and closed fist.

F. Arguing with the judge will result in immediate dismissal from the competition.

13. EXHIBITION DRILL

DUAL / INDIVIDUAL

A. The individual or dual teams in this event will sign-up at their convenience. The cost for individual entries is $5.00 and entries for duals is $10.00. The field size for both events is 30 feet by 30 feet. The time limit for both events is 1-3 minutes.

B. Schools may enter as many teams or individuals as they wish, however, each team or individual may enter only once. No competitor may compete on two separate teams. However an individual competitor may compete on a dual team.

C. The timing for this event will begin with the salute of the head judge on report in. Do not report out. When your routine is complete, exit the field. The time will stop when you cross the boundary line.

13. MOST IMPRESSIVE COMMANDERS

A. An outstanding regulation drill team and Color Guard commander will be selected. Since one individual is not permitted to command both, there will be two winners. Both inspection and performance will be evaluated and added in the scoring to determine the winners.

B. Scores of the regulation and Color Guard commanders will be used to break a tie for the Overall Division Championship Trophy (See paragraph 15C) or ties in Regulation or Color Guard Competition.

C. Deductions will be made as follows:

-5 for each incorrect, omitted, or added command

-1 for incorrect commander positioning

-5 for commander being out of bounds (each occurrence)

14. SPECIAL INSTRUCTIONS:

A. All events will be conducted in a dignified manner.

B. Team commanders will not use whistles, carry sequence cards or sabers.

C. All maneuvers shall be military in nature, derived from AFMAN 36-2203, demonstrating dignity, military bearing, and precision.

D. Dancing, tumbling, lifting, gymnastics, lights, luminous clothing, music, loudspeakers, hoods, and any other devices not dignified in nature for a military drill meet are strictly prohibited.

E. Uniforms must be worn correctly, even when not competing, during the drill meet. The gym and parking locations are no saluting areas, except for competition.

1. The overall championship will be determined by compiling points accrued from the following events. This will be a school award. If you are entering two teams for Color Guard, your school's highest Regulation Drill points will be added to your highest Color Guard Team points. Your best teams in Inspection, Regulation Drill, and Color Guard will be added together to determine the champion.

16. CLOSING/AWARDS CEREMONIES:

A. All teams are required to be on the gym floor in uniform during the ceremonies.

B. All teams are expected to display proper military courtesy at all times.

C. If your team wins a trophy, we ask that your commander double time to the presenter, salute, shake, take, and quickly return to their respective team.

Upon signal from inspector commander will march team into the inspection area. Halt team six paces from judge and report. Have the team remain at the position of carry colors throughout the inspection. After the inspection exit the area and prepare to enter the drill area.

Head Judge will grade team commander and use only the top portion of this form. The other judge will use only the bottom portion of this form and inspect the entire team. The grade is the actual score 0 = lowest or minimum score and 5-20 = the maximum score per item. Example: If Cadet has great shoe shine the inspector may enter a grade of 10. If the cadet needed to work on their shoe shine, judge could have graded it as 5. The grade sheets will be collected and carried to the scoring table to be totaled for team score. Inspector should total the column. If a cadet has the wrong uniform for the competition, their grade would be 0 and entered in the space to the right for item #11. Plastic shoes or boots would be 0 grade and listed in the space to the right of item #9.

Regulation Drill Team Inspection Positions

1. The Commander marches his or her team into the inspection area upon signal of the head judge. He or she stops the team 6-10 paces from the judge. Then the commander executes an About Face facing the team and commands, Open Ranks, March and proceeds to align the elements. NOTE: Team will be in three or four elements for the inspection.

2. After aligning the elements the commander moves back toward the first element. He or she stops three paces beyond and one pace to the left. This will then place them directly in front of the first element leader. Executes a left face to face down the line and Commands (Ready Front).

3. Next, the commander executes a right face and reports the team ready for inspection to the head judge. After dropping the salute, the commander will be inspected by the head judge.
