It caused confusion and chaos at U.S. airports and was later halted in federal court.On Monday, with less fanfare, Trump released a new version of his travel ban. In doing so, Trump's team hopes to avoid new lawsuits and outrage.His order still prohibits new visas for people from six Muslim-majority countries who wish to temporarily live or work in the United States. It temporarily shuts down America's program of bringing in refugees.Revised Order Is Less ControversialThe revised order eliminates some of the most controversial parts in an effort to defend against the court challenges that are sure to come.The new order leaves Iraq off the list of banned countries. Trump was urged to do so by U.S. military and diplomatic leaders. But it still affects would-be visitors and immigrants from Iran, Syria, Somalia, Sudan, Yemen and Libya. It makes clear that current visa holders will not be impacted. It removes language that would give priority to people from persecuted religious groups. This provision was interpreted by some as a way to help Christians get into the U.S., but not Muslims.First Order Was A Surprise To EveryoneThe changes underscore the very different position the president finds himself in. Five weeks ago, Trump signed the first order with a bang. It surprised lawmakers and members of his administration. He signed the order in a high-profile ceremony at the Pentagon's Hall of Heroes.This time around, the president skipped the usual public ceremony altogether. Instead, there was a brief press announcement. The administration asked Homeland Security Secretary John Kelly, Secretary of State Rex Tillerson and Attorney General Jeff Sessions to discuss the order publicly.Original Order Was Deemed UnconstitutionalA federal court raised many concerns that the original order was unconstitutional. Legal experts say the new order addresses some of those concerns. However, it leaves room for more legal challenges."It's much clearer about how it doesn't apply to groups of immigrants with more clearly established constitutional rights," said University of Texas law professor Stephen Vladeck. "That's a really important step."Trump's administration says the goal hasn't changed: keeping would-be terrorists out of the United States. In the meantime, it says, the government will review the systems that screen refugees and visa applicants from certain parts of the world.Tillerson said, "It is the president's solemn duty to protect the American people, and with this order President Trump is exercising his rightful authority to keep our people safe."Original Travel Ban Caused Instant ChaosThe original travel ban led to instant chaos at airports. Homeland Security officials scrambled to interpret how it was to be implemented. Some travelers were detained before being sent back overseas or blocked from getting on airplanes to the United States.The president repeatedly insisted he would continue to fight for the original order in court, even as aides worked to craft a new one. In the end, they chose to replace the old order. Still, Spicer maintained the first was "100 percent legal and constitutional."Notably absent from Trump's new ban are repeated references to the September 11, 2001 terrorist attacks. Critics of the original had noted the president appeared to use those attacks as evidence of danger from certain foreigners. But none of the men who hijacked planes that day were from any of the seven banned countries.House Speaker Paul Ryan praised the Trump administration and Secretary Kelly. "This revised executive order advances our shared goal of protecting the homeland," he said.Homeland Security Raises Concerns About Lack Of EvidenceThe order won't take effect until March 16. That's despite repeat warnings from Trump and his aides, who said that any delay would put national security at risk. Any delay would allow the entry of what they called "bad dudes" who want to cause harm to the country. Last month, the Associated Press obtained a government document from the department of Homeland Security. It raised concerns that there was little evidence that citizens from the banned countries posed a terror threat to the United States. The new order does not address those concerns.Trump's new order reinstates his four-month ban on all refugees from around the world. It also keeps in place his plan to reduce the number of refugees to be let into the United States this budget year from 110,000 to 50,000. In the original order, Syrians were banned from the United States until further notice. The new order does not ban them indefinitely. Trump insisted during his campaign that Syrians posed a security threat. He said the group will move "very quickly" to try to block the new order from taking effect.
