for Consideration by the Commissioner of Education

A collaborative review was conducted by the Baccalaureate Review Team members, including staff from the Division of Florida Colleges and the Florida Colleges Budget Office. Written recommendations were submitted to the college by the Review Team, college staff revised the proposal, and submitted the final proposal, which is now complete and ready for consideration by the Commissioner of Education.

Summary

Northwest Florida State College (NWFSC) proposes a Bachelor of Applied Science (BAS) in Management and Supervision with four specializations: Supervision, Public Service Management, Health Care Management, and Human Resources Management. Offered as a pathway to a baccalaureate for several Associate in Science (AS) degrees, the curriculum will focus on the practical, applied knowledge and skills essential in the field. This degree will prepare individuals to develop, plan, manage, and supervise in various workforce settings.

Upon learning of Governor Scott's challenge to the Florida College System to offer a bachelor's degree costing students no more than $10,000, NWFSC established that the proposed program could include a specialization meeting that challenge. The college conducted three Vision 2020 sessions with leaders of various local industries, all of whom expressed unanimous support for the degree and proposed curriculum, citing the need for graduates skilled in management and supervisory skills (see Appendix A for minutes and Appendix B for letters of support). External planning included email and telephone conversations with other postsecondary institutions, including the University of West Florida (UWF), Gulf Coast State College, Pensacola State College, Chipola College, and Pensacola Christian College (PCC) (see Appendix J). The college also surveyed local employers to support the demand for the program (survey results located in Appendix G).

The projected implementation date of upper division enrollment is fall 2013. The complete timeline of implementation activities is located in Section B of the proposal.

By 2020, 7,816 jobs are projected in Region 2 for careers linked closely with the proposed bachelor's degree. In 2012, there were 237 job openings; by 2018, 249 annual job openings are projected in NWFSC's two-county area.

This specific degree, CIP 52.0299, is not offered by any state university. No nonpublic

postsecondary institutions in the western Panhandle offer an on-site baccalaureate specifically in Management and Supervision. Outside NWFSC's service area but within the Panhandle region, UWF and PCC produced a total of 182 graduates in related discipline areas in 2011-12, a number insufficient to meet demand for qualified workers. In 2012, there were 237 related job openings in Workforce Region 2, indicating an employment gap of 55 jobs. In addition, the college reports nearly 75 percent of the population in the service district lacks the baccalaureate credential.

No new facilities or renovations will be necessary. The proposed program will be housed within the Business Department building, which provides recently renovated classroom space, wireless Internet access, computer labs, and faculty offices. An adjacent building has been recently renovated and offers "smart" classrooms and rooms equipped for two-way video conferencing.

Eight full-time faculty members will be employed in this program, seven of whom are already on staff and teaching in the existing BAS in Project Management. The college will hire an additional full-time faculty member who will hold a terminal degree in field. Six part-time faculty members are already on staff in the existing BAS and in related associate degree and certificate programs.

NWFSC will meet the Governor's $10,000 challenge through the Supervision specialization, expected to have the highest enrollment of the four specialization areas. Qualifying students will save approximately $2,790 compared to other NWFSC degrees through three incentives.

The program is listed in the Common Prerequisite Counseling Manual (CIP 52.0299, Track 1) and NWFSC will offer the baccalaureate degree for a total of 120 college credits. The program will consist of 42 credits in lower division technical coursework, 36 credits in general education, and 42 upper division credits. Of the 42 upper division credits, 15 credits will be courses in the selected specialization.

NWFSC anticipates 100 enrolled students during the first year and 200 students by the second year. The college anticipates this program will be self-supporting in 2013-14. The full budget is located on page 30.

Each program is analyzed for placements, enrollments per section, and student success data as indicators of program health. If the program is determined to no longer be viable, the institution initiates a program inactivation plan.
