From the Director: It's my privilege to welcome you as a Washington state driver, and share this guide that outlines the state's rules for Washington's roads and highways. Whether you are operating a car, truck, motorcycle or RV, or enjoying our communities as a bicyclist or pedestrian, everyone who uses our roads shares a responsibility to make transportation safe. Careful attention to our driving actions and decisions is critical to making our roads safe for everyone. In 2017, 565 people died and 2,219 were seriously injured in traffic collisions. Motor vehicle crashes are the leading cause of death for 16 to 25 year olds in our state. Fatalities involving this age group in 2017 alone were 168 with another 736 seriously injured. The rules and best practices in this guide are proven tactics to save lives. I encourage you to learn about the state's traffic safety plan, called Target Zero. Go to for further information. The Department of Licensing is honored to support you in becoming a safe and responsible driver. Let's all work together to make our state roads and highways safe for all who travel them.
