DPI Report Cards Report - Public

Wisconsin DPI Accountability Report Cards Fall 2013

Key Findings

1. The District score for MMSD was 68.5, which puts the district in the "Meets Expectations" category. 2. Five MMSD schools scored in the highest category, "Significantly Exceeds Expectations." No MMSD schools

scored in the lowest category, "Fails to Meet Expectations." 3. On average, schools in the Memorial and West attendance areas scored higher than those in the East and La

Follette attendance areas. 4. MMSD's District score is below the state average but is the highest among all districts with at least 16,000

students. More than 10% of MMSD schools scored in the highest category, "Significantly Exceeds Expectations," relative to only 4.5% of schools statewide.

What is the DPI Accountability Report Card? The Report Cards are designed to help identify how schools are performing and where they can improve based mainly on data from the previous school year, including attendance and standardized test scores.

How are scores calculated? Each district and school receives a composite score based on performance in four categories: Student Achievement, Student Growth, Closing Gaps, and On-Track and Postsecondary Readiness. In addition, schools may receive 5 or 10 point penalties for low test participation, high absenteeism, and high dropout rates.

How did the district perform? For the first time, DPI released a District Report Card. MMSD scored 68.5, or "Meets Expectations." For the four categories, MMSD scored above the state average in Student Growth and below the state average in Student Achievement, Closing Gaps, and On-Track and Postsecondary Readiness.

The District Report Card uses the same methodology as the individual School Report Cards. Achievement and engagement data come from an aggregate of all MMSD students put together. Potential penalties for low test participation, high absenteeism, and high dropout rates also are calculated at the district level.

How did the schools perform? The score distribution of MMSD schools is below. For the second consecutive year, no schools failed to meet expectations. East High and La Follette High each received 5 point deductions for absenteeism. Without these deductions, both schools would have scored in the "Meets Expectations" category.

How does MMSD and its schools compare to the state? MMSD's overall score of 68.5 is below the state average score of 71.2 and state median score of 70.95. However, among large districts with at least 16,000 students, MMSD had the highest score in the state. Overall, DPI rated 376 districts and 1,910 schools. The statewide score distribution appears below.

schools scored in this category.

Interactive visualizations of all district and school scores statewide can be found on the "Visual Analytics" page at research.

How did scores change from last year? From the 2011-12 report cards to the 2012-13 report cards, DPI made some methodological changes. They note that "some score differences between 2011-12 and 2012-13 may be due to calculation changes, not due to actual change in student performance."

Of 47 MMSD schools rated in both years, 25 have higher scores this year relative to last year. Eight schools scored in a higher score category and four scored in a lower category relative to last year. The schools with the greatest improvements and greatest declines are below.
